David Cockrill provided a comprehensive study addressing revitalization of the 44-block historic “Nolen” plan and the many vehicular / pedestrian linkages within the community and the Tri-Cities Area. Establishing a “24-hour” population, facilitated by development of income-diverse housing was a key element of the plan. The planning process was initiated by conducting over 60 interviews with a cross section of the community followed by a series of three well-attended public community forums. The process culminated in an unveiling and public celebration of the Master Plan and Phase I Implementation Plan.
