David Cockrill developed a concept plan to strengthen the urban fabric of historic downtown Maryville through pedestrian linkages connecting elements of the public realm: the new Blount County Library, a pedestrian bridge over the “greenbelt”, streetscapes, open-air markets, resurrection of an existing neighborhood, and linking the Maryville College campus to Downtown. The plan was used in successfully seeking federal funding for implementation.
